What’s the targeting rule in the NFL? Can the refs initiate a review on their own motion?

How the fuck was there no penalty on that hit on Cooks? Why aren't the announcers even mentioning it?
Presumably they ruled that he had two feet down and a football move, so he’s not defenseless. Still not sure why that’s not targeting.

That's a separate rule. The new rule is you can't initiate forceful contact to the head/neck area of anyone basically. Runner or not. The only thing I can think of is if they thought Cooks lowered his head and initiated it, in which case it should be a penalty on him, but they never make the call on the offensive player.

I think Philly kicking the FG there is the wrong move. You're facing the Vikings - who have a very good offense that you've had major trouble containing - and you're kicking on a fourth and 5 from inside the 30 to "make it a two score game"? Yeah, those two scores are two touchdowns. Philly plausibly gets, what, three, maybe four, more meaningful possessions? By kicking that FG, you only marginally improve your chances of winning because Philly essentially needs to shut out Minny the rest of this game and score three more times (two being TDs) to win.
