Even if he had, I think it’s a penalty anyways because the was on the LOS and there was another eligible receiver outside of him on the LOS. I’m not 100 percent sure with the tv angle, though, that the outside receiver was on the LOS, so maybe the refs would’ve said the outside WR was lined up appropriately.
