While there is talent on the squad, we haven't had a ton of matches with the best XI all fit and firing. I don't know how that compares to other clubs, but in a vacuum it's certainly true.
Son has been a shell of himself this season, regardless of the reason(s). Dier had a nice renaissance last year and even started well this year, but he's fallen on some terrible form recently. Bissouma has not bedded in. We don't have a single WB who's played up to Conte's admittedly lofty standards. Hugo's been absolutely dreadful.
While that's all true IMO, I still think Conte deserves some stick for how he's managed this season. His insistence on sticking with Son, despite getting Richarlison in this year is maddening. His stubborness in leaving Spence out despite every other WB sucking is annoying. But even more so than squad selection, I think Conte's tactics just haven't been up to snuff lately. I've already discussed the two tactical errors from the NLD--but just to reiterate I thought Son and Sess were taking up the same space in attack, and I thought Spurs set up their block both too high and too low at times. They invited too much pressure when setup low, but when they setup high Saka got behind Sess for the first goal.
