Probably Tito has planned backwards from the final out the match ups and pitchers he wants to use and how many outs/specific batters to allocate to each pitcher. Then once Tomlin got within range the plan was not to give in to Bautista and bring in Shaw.

I'm actually surprised shaw only got one out. Maybe the plan is to have Miller get one or two in the 8th and then have Allen finish it from there.

Baseball is an amazing game. If Cleveland gets three outs here, they have a commanding lead. If Toronto gets a run here, they have the upper hand in the game of bullpens and a win probably shifts the series win likelihood to them.
