The other issue is that even if Bradford rises to the level of "capable NFL starter," so did Foles in that system - and they gave up a draft pick and money to make the move.
Edit: Although I actually disagree that Foles is clearly a "capable NFL starter," if that means say in the Top 20ish guys in the league. My guess is that his 2014, when defenses had adjusted to the Chip Kelly offense and he was getting less easy yardage on bubble screens or wide open shots down the field, says a lot more about his likely trajectory going forward than his 2013.
