This is true however when you are such a physical disadvantage you don't want to go up high anyway. Even without the emphasis on hits to the head the far and away most effective was for an opposing DB to take down Gronk is to go low and for his knees.I don't think the hit was dirty (admittedly I'm biased) but it's a huge example of how the NFL's emphasis on stopping hits up high have resulted in more danger to the legs of big hard to tackle guys like Gronk. Defenders find themselves needing to hit hard as hell to stop them and shit like this results.
