i think it could. it wasn't a huge banner, if it's a light material you could roll it up under a long raincoat. and you don't need a lot of rope, like ten or twenty feet each with a couple of 'biners on the ends. ropes and harness go around the body under a jacket. banner either in a small backpack or on your person under a coat. stadium staff aren't necessarily on the lookout for a banner anyway if they haven't had issues in the past.
