My thought was why is the tip by the Steelers after it left Baringers foot not treated like a punt that deflects off a Steeler down field which, after recovery by the Pats, would be considered Pats ball?

Because it was tipped behind the line of scrimmage. (Technically, I believe there’s a neutral zone that extends a little past the line of scrimmage so that anything “blocked” around the line of scrimmage is treated the same).
