Wilshere isn't necessarily going to make it and no, I'm not advocating for him to be in it. My apprehension for him being relied upon has been well documented in the Arsenal threads over the years. If Wilshere's healthy, he's better than Barkley, Delph, Dier, Drinkwater, Lallana, and Townsend. That if is a LOL though. He is probably the most talented midfielder listed besides Sterling and Alli. He also plays a role for the national team that Dier is his only competition for the position. Yeah, he could easily make the squad if he can prove his health.
