That makes sense as a rule, but an attacker tracking the ball probably doesn't have a way to make that determination in real time. As for the play itself, I don't remember it as clear cut as you're making it out to be, but I'm certainly not ready to die on that hill.If it's clear she's not going to get there, she has an obligation to avoid or minimize conduct. You don't have a right to take out the player playing the ball, and that's ALWAYS called a foul on the attacker if the keeper gets there. If she misses, or you beat her to it because it's lower than she thought, it's fair game. But she's got her entire length of arm to get there ahead of you with just your head, she's going to get there first if it's above head level. You don't get a license to take out the keeper just because there's a cross.

Even the tackle with clear studs up wasn't given even a free kick against Heath I believe. Ref didn't have control of any of that even though the US did benefit from two PKs which is huge of course.

Not disagreeing with the take the win and move on.. BUT..what was odd to me, especially starting out, was how often Morgan was on the ground with zero calls and the ref not even looking into what happened. I don't recall Morgan being the type of player to dive often so it seemed like an intentional cheap tactic by Spain to keep kicking her off the ball..especially since she'd had injury issues last game. It's all well and good to be chippy or more than chippy, but typically the ref puts some kind of control on that at some point. I think the first card either way was around the 60th minute or so and that player had been involved in a number of questionable, at best, challenges prior to that.
