I was wondering the same thing. I think Payton's theory was that Buffalo was going to score and he'd rather have the TOs on offense.Why not use a timeout there?

Now, they run a play on 2nd down, you use a timeout. They run a play on third down, you use your last timeout. Then if they score, you have no timeouts with whatever time is left.
Use the timeout there, stop them on 2nd down, then let the clock run down after the third down play. Clock stops at the 2:00 warning, and the clock stops after fourth down no matter what. You get the ball back with the same amount of time, and 1 timeout?
