Personally, I think it speaks to the fact that Tomas is much more of an unknown then previously reported.

Well some teams dropped out of the bidding because he defense was seen as unplayable, including the Phillies. It's also been reported that teams don't think he will make enough contact, including the Red Sox.
 
I don't see what this has to do with Sandoval at all.
