Something strange is going on with my Gmail account. It says that my 15 GB is full (15.05 GB to be exact). Most of this is photos. I deleted 2,300 pics. When I delete a group, it says "Are you sure you want to delete these 12 pics, freeing up 600 MB. All added up, that got me about 6.5GB back...but the Gmail account had it 81% full. A couple hours later, it was 14.56 GB (98%) full. Two hours later, back up over 15GB and I can't save, back up or even receive emails. Deleted a couple hundred more this morning and I am at 96%. What gives?

Are you automatically syncing photos from your phone? If you delete them from your drive but not your phone, they may be re-syncing.

Not the answer you are looking for, but I occasionally sort out my gmail by size. Attachments can get pretty big, and if I dump those emails pretty quickly. If I need the attachment (file, photo, video) I download it and store it elsewhere.
