Rate records have to be innings/plate appearances qualifiers. Koji was even better than that in 2013.

I'd imagine quite a few relievers have had a lower WHIP but they didn't pitch enough innings to qualify. I didn't think there were really (m)any trick questions in the quiz, just a few trick answers.
