From my understanding, any NBA player with 0-2 years of experience can be assigned by the parent club to their G-League affiliate. Robert Williams had a guarantee of a lot more than $50K last year, and he still played for Maine.
It does appear Green cannot be signed to a 2-way contract, as a 2-way player is essentially a G-League player that can appear in a limited number of NBA games.

Some have been obvious like Aaron Williams, the journeyman big for the Nets, who packed on bodybuilder like muscles in one offseason. Most others aren't about added muscle as it is for improving their recovery time for guys like Turkoglu, OJ Mayo, and Rashard Lewis. That's right.If Fall and Waters are on two-way contracts, Strus in the 15th player, and other moves do not occur (moving/removing Ojeleye or Wannamaker), then Green doesn't look as if he will be a Celtic. Am I missing something?

For sure--for now they want to keep the optionality of having his 4-year clock not start.
