In what way would his workload from last year contribute to thoracic-outlet-syndrome?
It's the post and the ever popular source, but

Could last year’s innings jump have caused this?
Alderson said he hadn’t been told if the unprecedented innings increase following Tommy John surgery was a possible cause for this injury, but an industry source said that could indeed be the case. After a controversy over innings limits erupted between the Mets and Harvey’s agent, Scott Boras, Harvey eventually pitched through the World Series. He finished with 216 innings, well over the doctor-recommended 185 mark.

If he were having trouble with his elbow, that would make sense. But unless someone explains the connection between innings pitches and thoracic-outlet-syndrome, I'm just going to assume that was some typically lazy work by the reporters.

Is it possible this has been an issue for awhile, considering his awful run earlier this season?

Zack Wheeler: TJ surgery
Noah Syndergaard: bone spur
Steven Matz: bone spur
Matt Harvey: Thoracic Outlet Syndrome
Bartolo Colon: fine thanks
And actually in limiting it to 140 characters, this doesn't even have Syndergaard leaving in the 5th today because he had inexplicably lost 5-6 MPH on his fastball (not bone spur related, they say).

Maybe more pitchers should read the David Wells book on how to stay in pitching shape.

(And yes, I do remember the 2003 WS, thanks.)
Total sidetrack, but not sure how many pitchers would have been up for pitching game 5 of the ALCS (7 innings, 1 run, 103 pitches), coming back on one day rest to face 3 batters in game 7, then starting game 1 of the WS on 3 days rest from the game 5 start because Torre was desperate after the 11 inning game 7 (7 innings, 3 runs, 104 pitches). Wells was around 235 innings pitched total after that (regular season/postseason), not surprising he broke down and had to leave his second WS start so quickly.
