It's called sometimes (though seems to be incredibly rare in the playoffs). The problem is that they almost always call the player committing the "penalty" for a minor as well as the player who embellishes. So, you get a 4-on-4 instead of a penalty to the diving team. I would be livid. To me, "You suck so much at your job that I'm going to fool you into fucking up," is a far worse showing up of a ref than, "You fucked that call up."
