    Maybe the same system but with the top 3 teams? The worst (read: tanking) team won't be horribly punished with the 4th overall pick. It discourages tanking but doesn't outright punish it.     One of the things they can do is make 1st round picks lottery picks. The first 10 (half of the teams who miss the playoffs) can all have an equal chance at the first overall pick.
