I'll withhold judgment but having lived and boated in Florida I can say that I avoided boating past sundown because of the massive increase in danger.The news thus far says that they received reports of an overturned boat at 3am. Since thus far there have been no reported survivors, it is possible someone noticed the wreckage at 3am and it happened earlier. Tragic regardless of it it was a bad decision or not.

This is about a mile and a half from where I live. I'm at South Pointe fairly often. You can google map it. There's a fairly deep channel between South Beach and Fisher Island called Government Cut - the cruise ships use it to go in and out of the port. They could have been heading into Star Island, or just passing by the southernmost part of South Beach.
