This is something of an exaggeration. MB is effective because he's really fucking good. He's got size, speed, and hands. He can catch and run and he can also blow the top off a defensive. Having Brown occupy the defensive the way he does without a doubt helps Bryant immensely, but IMO we're talking about a guy who would be a clear cut #1 receiver on many NFL teams.Martavis Bryant is only effective because Brown draws double teams leaving him 1-1 for go routes.
