You never see that. It seems theoretical at best. If the whistle doesn’t go, they give the runner where he got to. I have seen the whistle go where I thought forward progress was not stopped, and that ends the play. But I have not seem them bring the ball back to some pre-whistle spot. “Forward progress” before the whistle seems like a no-fumble thing.Understood how the rule works, but how do they determine when forward motion is stopped if the whistle doesn't blow and his legs are still churning? If the runner lunges forward for an extra yard there instead of fumbling before the whistle blows, do the refs move the ball back to the first spot where forward progress was paused?

This pretty much sums it up.The Patriots went 1-9 on third downs and had half the Dolphins' yards. Refs sucked, but they lost because they were thoroughly outplayed.

For what's it's worth I think his forward progress was stopped but not until right before the ball came out. Thought the whistle was well-timed. Don't even think there is smoke on this play besides some sour grapes.
