I believe the rule is if there is encroachment by players of both teams, the kick is retaken. This is true regardless of if the kick was successful or not, so if he buried the first attempt it wouldn’t have counted. Given the Chelsea player was farther into the box, I think it should have been allowed to stand as a miss (or given a free kick to Dortmund).
