Article 3. Free Kick Formation
When the ball is kicked on a free kick down:

  1. After the ball has been made ready for play, all kicking team (Team A) players other than the kicker must be lined up no more than five yards behind their restraining line; and
  2. All kicking team players must be inbounds and behind the ball when it is kicked, except:
    1. the holder of a placekick (3-18-1-Item 2) may be beyond the line, and
    2. the kicker may be beyond the line, provided that his kicking foot is not beyond the line.

Thanks. I don't read any prohibition of the kicker and his tee being back there, although the process of making the ball ready for play on a free kick down may involve one.

And I did think there was another limitation, that a maximum of 6 of them may be on either side of the kicker (as occasionally referenced on onside-kick attempts). Not that that impacts the question here.

Uh....what about this: All kicking team players must be inbounds and behind the ball when it is kicked

Wait - the kicker's kicking foot is required by rule to be behind the ball he's kicking with his kicking foot when he kicks it? Is that the anti-Escherism rule?
