It’s a missed call but that’s a hard one for the ref to call, especially because he’s going to be in a tough spot to see that clearly. I think Leaf’s fans just have to accept that refs don’t call playoff games by the book. Just about every fan base gets frustrated by it when it happens to them, but only Leafs fans escalate it to a conspiracy to deny them a playoff series win.
So far, the players aren’t biting, at least (Tavares gave a no comment when asked about the refs, and Matthews just talked about how they have to “put their balls on the line”).

Twelve OT losses in the regular season (most in the East) and two more in the playoffs. This last one looked like they were constitutionally incapable of clearing the defensive zone. Another frustrating, underperforming season.
