I don't know if this figured into the calculation but the Pats will pick up an extra draft pick because of this:
"The release of Harbor should actually yield the Patriots a 5th or 6th round compensatory draft pick since the Harbor contract cancelled out whatever the Patriots were expected to receive for Akiem Hicks signing with the Bears in free agency. Since Harbor was released before week 10, the Patriots should be able to pencil in another 5th or 6th round pick come the 2017 NFL Draft."

Someone else has to go too to make room for both Brady and Ninkovich.
Exemptions until Saturday, possibly

It’s unclear whether the Patriots made the move to activate Brady or Ninkovich or whether another corresponding move is coming. If the Patriots request and are granted roster exemptions for Brady and Ninkovich, they won’t need to free up roster spots until Saturday.

Can Reece play DT? Pats lacking depth there.

Great move to "pick up" a 6th or better given Brady's age.

Hopefully this also means Gronk is healthier than has appeared to be recently.

Could this foreshadow a Marcel Reece signing?

With the Raiders losing TE Lee Smith, likely for the season, I would not be terribly shocked if this basically wound up being a trade, with the Raiders signing Harbor and the Pats Reece.

FOXBORO, Mass. — The New England Patriots requested and received roster exemptions for quarterback Tom Brady and defensive end Rob Ninkovich on Monday. The roster exemptions expire next Monday, Oct. 10, so if the Patriots want Brady or Ninkovich to play Sunday against the Cleveland Browns, they would need to be activated Saturday by 4 p.m.. The Patriots could elect to hold either player out an extra week with the roster exemptions, though that seems very unlikely with Brady.

Harbor's kind of a poor man's Reece - he's not a replacement for Smith as a blocker.

EDIT: I don't see the Pats signing Reece, either - they already have Gronk and Bennett, and they need to clear another roster spot for Brady / Ninkovich. I think they just carried four TE while Gronk was recovering, and they don't really need a fourth now.

They actually still have four, including Scruggs

Yeah, I guess I'm getting ahead of myself. For this week, they get two extra guys in practice; I assume they're just kicking the tires on Scruggs and he's probably gone (maybe to Practice Squad) unless he knocks their socks off. This is kinda what they did last week with John Hughes. I'd expect they'll try out and sign another guy tomorrow, likely to be cut Saturday to make room for Brady and Ninkovich.
