Does Dell include software to update their drivers ? Most makers are sketchy about submitting new drivers to MS so they only appear as optional updates via Windows Update many months later...if at all. Look in Control Center under " Network and Sharing". The change adapter settings on the keft will fully identify the driver being used and the adapter, this likely won't be Dell, the chipset used may be Intel, Broadcom, etc. Often there are later drivers for the chipset that can help.
At the very least, if this problem persists, uninstall that connection, reboot and Windows should attempt to install a new connection, hopefully getting it right this time.
The other major possibility... most people don't even look at the default power settings of their laptop, generally the default is someone's idea of "balanced' settings, that throttle down the screen, cpu and turns off some stuff when running on batteries. Attempting to turn off stuff like wifi in these cases may give you a few more minutes of battery life, at the cost of wonderful instability. Try changing your settings to keep wifi on all the time.
