I agree with most of this post, but I don't think Shad Khan or Mark Davis were "saving" their money intentionally. I think their teams were bad enough and their destinations mediocre enough that they were having trouble spending their money on assets that were worth the price on the open market. I think the Jags and Raiders spent huge this off season because they actually could due to their teams being more attractive to quality free agents, rather than a race to hit the floor.
I don't follow the Raiders closely, but the Jags absolutely saved their cap room intentionally. That has been a major component of Caldwell's rebuild plan from the beginning.

I didn't think the Panthers would have the stones to get rid of Norman, but I see a lot of parallels between this move and the Pats trading Chandler Jones. In both cases, a player at a position the team doesn't value highly that was going to be a highly-paid free agent is let go a year too early.

That's not to say there couldn't have been more to the story than meets the eye, but we know that teams will put up with a lot if they think a player is worth it. Norman wasn't going to be worth it for Carolina.
