Before I re-image this machine (Windows 7)
Having a strange issue. Some programs are receiving a signal to scroll.
Example, I open add remove program and the list immediately starts to scroll to the bottom. It does this with or without the mouse/keyboard connected. Almost as if there was a stuck key (arrow down, or - sign). But again, even with the keyboard removed, it is doing it.
Open up windows explorer, to a large list of files, and it does not scroll. Open a word doc with lots of txt. No scroll.
Open up firefox, try to pull up a list of prefilled user names and it scrolls them to the bottom, or flashes away. Hit the CTRL key while in FF and it zooms the window out, like a stuck - key.
Removed mouse and keyboard drivers, rebooot. Ran malwarebytes, cc cleaner.. Same behavior and

Should be noted, here in chrome, no issue with it scrolling anything.
edit: While chrome does't scroll, something is still going on at the system level. Example, right click to spell check a word, and the context menu goes away, right away. So I'm pretty sure it's a constant barrage of - sign or down arrow.
