The talent on the WR corps is so lacking (hi Agholor), I'd still play him. That was a curious illegal formation penalty though for sure and could be a reason he's riding pine.
The illegal formation was Bourne. I am pretty sure he got benched right after basically just giving the ball to the Lions. That doesn't count the two fumbles he already has this season. I would not be shocked at all by mid season if Thornton is taking the majority of the snaps as the X receiver along with Parker. I think Agholar's time is done here. My sense on that argument was that Bourne was arguing that he didn't know Cannon had declared tackle-eligible. I just rewatched that sequence.
