I think a lot of college coaches mandate them to protect (allegedly) against knee injuries and then when they get to the NFL, coaches are more hands off and say do what you want.  Kind of like hockey and visors.

I'm not so conspiratorial -- I think the committee gave some weight to tOSU's 11-0 campaign last season. Which is wrong, but they wouldn't have led the TCU folks on so blatantly if they knew they were going to go with the bigger TV draw if they both finished with one loss.

I definitely think the defense should have ample time to make substitutions if the offense changes personnel. Beyond that, it's mainly an aesthetic preference.
