I think signing this guy was a solid move by Rex.  He knows the player and how good he is (or is not).  The incident was ridiculous but there's at least the chance that it will not happen again because Enemkpali knows he's out of strikes.  And yeah, tweaking the Jets, a team the Bills will play twice, has a value.  There's a risk that this contributes to a clown show/zoo atmosphere in the BIlls' locker room, but I don't think it's likely that this player is the tipping point.
 
And if doesn't work out, the Bills can simply cut him.  I'm no fan of Rex Ryan but I like this signing.
