Simple, this wasn't a fight. Panarin was trying to pull Wilson off the pile which happens all the time in hockey, there were 3-4 players doing exactly the same thing at the same time. The difference was the rest of the players didn't try to body slam the other guys on their heads. Panarin wasn't in there throwing punches he was trying to get Wilson, who was throwing punches, off his teammate.
