The rule requirement is ball, body part inbounds, and an element of “time” that is obviously very subjective. In an effort to define the time period the rule book has added things like “football move” but it’s still about the amount of time.
By the way, the targeting foul was clear and obvious. He hit a player with forcible contact with the crown of the helmet. Runner lowering his head is irrelevant because the “helmet to helmet” is irrelevant. He could have hit the runner in the leg with his helmet and it is still a foul and ejection. That part of the rule is meant to protect the player doing the hitting, not the player getting hit.

During the 1990s - early 2000s, NOLA hotels and restaurants would always complain when LSU made the Sugar Bowl because receipts would be less than they were with distant schools with larger traveling fan bases (e.g., tOSU, Michigan, Alabama, etc...).
