No doubt -- but it's a good problem to have, and keeping him at SS in the beginning is the best way to maximize value, I think.

The Yankees got a lot of credit for hoarding most of the top IFA talent last summer but I'd rather blow way past the bonus limit with one Moncada over a group of 16 year olds.
To be fair, the Sox didn't exactly squander their chances with the IFA pool either.  They Yankees blew most teams out of the water but the Sox landed arguably the two best pitchers in the entire signing pool and went well over their budget as well.  In any year where the Yankees don't spend crazy money to lock up a half dozen of the top 20 what the Sox did would have been seen as a massive power play in the IFA market.

I doubt he even blinked at this.  A) I'm sure he's a confident kid who trusts his skills.  B) Moncada is going to start behind him on the organizational depth chart and reportedly is destined for a move away from SS.  Marrero has no worries for now.

Plus if they draft a college hitter at #7 he'd probably start at about the same level as all these guys.

No way Devers, Chavis, Rijo, and Moncada are all on the same team next year.  Also, highly unlikely that Chavis plays any SS.
 
Rijo has a full season of A ball under his belt - he surely moves up to Salem.  Devers is a year younger and has yet to play any full season ball - he won't start out above Greenville and it's possible he goes the XST/Lowell route (same for Chavis).  
 
Moncada is a bit of a wild card - I'd guess he'll get a half season in Salem but maybe he's placed as high as Portland.

X is coming off his first full season at SS as a colossal failure. I'd like to see him bounce back to be our starting SS moving forward before worrying about who plays this position in 2022-23. Othwrwise we may be looking for a new SS by June 2015.

How good is Moncada? He has more upside than Cuban outfielder Rusney Castillo, who just reached a $72.5 million deal with the Red Sox. He’s better than Cuban outfielder Yasmany Tomas, who’s in the Dominican Republic but is still likely several months away from free agency. If Moncada were eligible for the 2015 draft, he would be in the mix to be the No. 1 overall pick. Gourriel and Despaigne would be safer bets, but there’s no player in Cuba with Moncada’s combination of youth, tools and hitting ability.
Moncada generated excitement in the scouting community in October 2010 at the COPABE Pan American 16U Championships in Mexico, then again in August 2011 when he dominated the 16U World Championship in Mexico, where he earned all-star honors at third base by hitting .417/.563/.667 in seven games.
I think you forgot to attribute this writeup to Baseball America. On a pedantic tip, Tomas has since signed with the D-Backs.

Moncada reportedly looked better at third and second than he did at shortstop, with enough arm from any infield position. He swung the bat well from both sides of the plate, showing plus raw power both ways. The only negative was that Moncada didn't face live pitching, hitting only off of a BP pitcher. When asked to grade out his tools based on this workout, in combination with previous reports, one scout gave the following grades:
 
Not every IF phenom has to be a SS. Like somebody said, move Sandoval to 1B when Moncada's ready. When I saw the only negative in the article, I was ready for something more than "didn't face live pitching". That's not a negative, said in the old lady "that's not a Buick" voice in the Buick ad.

I'd like to see him in Salem to get some comfort there while he settles into the US and not worry about a slow start.  There is absolutely no rush whatsoever to get him up here unless there is some blockbuster in the works regarding the middle infield situation.  Holes, injuries or expiring contracts really need to open up first for him to knock on the door in the upper levels.

This really seems like a well-calculated move.  I was opposed to suggestions that they be willing to pay $45M/$90M, given what $90M total can get you in FA (someone like Hanley, for example).  But given the reduced LT implications and restrictions on IFA that will kick in later this year, a $30/$60M bid seemed reasonably aggressive.  I'm happily surprised they got him in that range.
 
I'd like to see them play him on the left side, SS or 3B.  I agree with others that his size suggests that 2d will prove a tough place to stay as he gets even bigger.  But if he rakes as expected, they'll find a spot for him.

I'm not sure I get this.  It's 60 million plus a future cap/penalty for a 19 year old cuban.  Sure he's huge and all, but you have to wonder how natural his physical development is.  
 
Maybe that's what this kind of prospect is worth.  Maybe the sox have this sort of money to burn.  Is he really a blue chip prospect though?  Like as good as Andy Marte?

We were already over the cap. So the penalty is moot

I think you start him in CF. You can move him to a corner OF spot as need develops with Papi hanging it up.

Excited to see the Red Sox become a destination spot for young talent out of Cuba and the Carribean. Pedro Martinez and David Ortiz our HOFers are great trailblazers.

Well, Marte brought in Coco; so even if he busts, for now he's another asset (which could make Devers or Margot more expendable). He's also their last chance to bring in a international player of that calibre for just cash for the next two years, since they're already over the intl' signing cap.

Even better is that a chunk of the Moncada outlay doesn't hit the cap, where 100% of the A-Rod commitment does.

Bogaerts, at 21 years of age, finished 16th among qualified MLB SS with a .660 ops.  He wasn't great.  He wasn't even very good.  And he was disappointing considering the expectations we had of him.
 
And the last month of the year, in 25 games, he put up a .320/.324/.500/.824 line, with 4 homers and 16 rbi.  So perhaps he was really starting to get it.  (or maybe it's just SSS…who knows)
 
Anyway, I wouldn't consider it to be a "colossal failure".

Very very exciting news.
 
This is however an expensive venture.  Most scouts would put Moncada in the running for top pick in the draft, certainly top 3, if he were eligible.  Would anyone pay $50 million for the right to draft first overall in the draft?  (+$13 to sign the draftee)?  Would be interesting (I wish I had the time to do these things myself but I don't right now) to figure out which first rounders would have paid back that kind of money.

Ah yes, Andy Marte, the reason to never get any prospects ever again...
 
Marte was the #9 prospect in 2005. He failed. But one spot below him was Hanley Ramirez.
 
It's a risk but it doesn't significantly affect the luxury tax, they have few ways to add prospects of this caliber elsewhere, and people forget that veteran signings are risky as well. 
 
Prospects ranked in the 10-15 range by BA average around 10-15 WAR during their cost-controlled years. You can cherrypick the ones who don't but there are also some who generate more than that.
