That Saints player is an asshole... picks off the pass, gives himself up to avoid getting hit, starts jogging to the sideline, then sprints to the end zone to act like he wasn't down.
The pick actually took them out of field goal range. It was fourth down. If he was going to give himself up, he should have dropped the ball.

Correct: jump over without touching -- fine. The smallest touch as you go over the top -- penalty.

Most teams don't bother trying because the chances of success are so low. Congratulations to the Saints.

I believe if you can fully jump through the center without touching anyone, it's legal
It looks as though you can never leap across the LOS unless you start from a stationary position one yard from the line. Was he stationary or did he run up?

  1. Running forward and leaping across the line of scrimmage in an obvious attempt to block a field goal or Try Kick, or apparent kick, unless the leaping player was in a stationary position within one yard of the line of scrimmage when the ball was snapped. A player who is more than one yard behind the line of scrimmage before or at the snap, may run forward and leap, provided he does not cross the line of scrimmage or land on players.
