How are the Bills deeply flawed?

They have a QB that Ryan Lidney started over last year

I'm curious about this as well. What about a defensive penalty?

 
On a defensive penalty, they would get half the distance to the goal if they wanted to try and 2 point conversion, so the snap would be from the 1.  If it was a 5 yard penalty, the extra point kick would move up to the 10, and it would be a 28 yarder.   If it was a 10 or 15 yard penalty, it would be half the distance, and the extra point would be from the 7.5, which would make it a 25.5 yard attempt.  At least, that's what I assume would be how it would work.
