Syncing Recorded TV between two locations

My dad is on a kick to downsize his out of pocket television watching expenses to the cable TV folks. 
 
He sent me a Powerpoint presentation about what he wants to do but I have no clue if this will work so I'm hoping someone here can help me steer him in the right direction.
 
Goal:  Improve TV options while ultimately controlling cost
Phase I
–Receive & record free broadcast channels in both XXX & YYY
Phase II
–Sync recordings made in YYY and in XXX so that programs recorded in each can be viewed in the other
Phase III
–Cut the cable TV cord at one or both locations while obtaining better service
 
He is proposing to use product called SiliconDust HDHomeRun to network the TV tuners (one per location) plus a single WD MyCloud 2TB network storage device.
 
Open questions (he has)
With this system can I use a network drive for recording, or do I need to have a computer running as well?
Do I want to get one system designed to handle cable (i.e., a HDHomeRun Prime) – if so which one?
What is required in YYY (the TV there is “old”)?
 
 
 
Aside from the potential for bandwidth issues what else should I warn him about?  Is there a simpler way to do this?

Used to work for DOE and supported DHS and DOE as a contractor in his later years.  Its a running joke in our family that he's a scum sucking contractor and I'm a lazy Fed.
