The FSB (successor to the KGB) has been running a system to protect Russian athletes who are doping. This included swapping urine samples at the 2014 Winter Olympics in Sochi and hiding Russian athletes from drug testers in secure military bases.

In response the World Anti-Doping Agency (WADA) has called for Russia to be banned from the Summer Olympics in Rio a couple of weeks from now, as well as all other sports events in the immediate future.

Also interesting to note: Russia hosts the FIFA Confederations Cup next year and the FIFA World Cup the year after that. Sporting federation officials have been trying to protect Russia, but many are under suspicion themselves. The new president of FIFA, Gianni Infantino, is now under investigation.
