Whenever I read something like this, I think "there are two reasons that someone's BAPIP might be low - bad luck or bad talent." My BAPIP in the Eastern League would be .000 and luck would have nothing to do with it.

Wade Boggs had a .344 career BAPIP. His contemporary Marc Sullivan had a .234 BAPIP.
I don't think BABIP is a particularly useful stat in the minors either. You're not dealing with the same quality of fielders, exit velocities are most likely quite a bit lower and who knows if they are shifting as much.

That said - Binelas doesn't have a ton of AA PA and is only 22.

I'll add something to my earlier snark. I think around here (and I'm as guilty of it as anyone) we tend to get a bit focused on talent acquisition - whether through the draft, the IFA market, the Rule 5 draft, or various trades - as an end to itself, but it's really only one piece of the puzzle. The point is not to have a farm system or a draft class that the Jim Callises of the world are impressed by; the point is that minor leaguers will help the MLB team. I can sit here and say all I want that it seems like Bloom has done a decent job with drafting - although, if I'm being totally honest, I'm hesitant to give him any extra credit for picking Mayer unless he Jedi Mind Tricked the three GMs picking ahead of him - but if the organization can't develop them into Major Leaguers (or turn them into better players via trades), then it doesn't matter. That's where the jury is out on the Bloom administration at this point, which is to be expected to some extent. But, correct me if I'm wrong, aren't a lot of the people responsible for scouting and development holdovers from the front offices of Dombrowski, Cherington, and even Epstein?
