The Red Sox and Twins are both interested in Korean right-hander Suk-Min YoontweetsPeter Gammons of the MLB Network and GammonsDaily.com. Gammons also spoke with one executive who guessed that the Giants are a good fit for Yoon as well. In an article at GammonsDaily.com earlier this week, Gammons noted that Yoon is one of many depth options still on the radar for the Red Sox. Cuban right-hander Raicel Iglesias is also among their potential targets.
It's been quiet on the Yoon front this offseason, as agent Scott Boras has had his hands full in negotiating contracts for Shin-Soo ChooJacoby Ellsbury and Mike Pelfrey while also trying to build the markets for Stephen Drew and Kendrys Morales. As MLBTR's Tim Dierkes noted in his free agent profile of Yoon, the 27-year-old has a low-90s fastball and was considered the second-best pitcher in the Korea Baseball Organization behind Hyun-jin Ryu prior to Ryu's jump to MLB. He has experience as both a starter and a closer.
The Twins have been connected to Yoon multiple times this offseason, but it's unclear whether or not they'd still have significant interest after adding Ricky Nolasco and Phil Hughes and re-signing Pelfrey. He could slot into Minnesota's bullpen, but the relief corps was one of the few strengths for last season's 96-loss Twins team.

Strengths/Pros
After bouncing between the rotation and bullpen for most of his career, Yoon had a breakout 2011 season, posting a 2.45 ERA, 9.3 K/9, 2.3 BB/9, and 0.52 HR/9 in 172 1/3 innings, winning the MVP award.  Yoon's 2012 was excellent as well: a 3.12 ERA, 8.1 K/9, 1.9 BB/9, and 0.53 HR/9 in 153 frames.  Check out all of his stats at MyKBO.net.  Yoon has experience as a closer, so a relief role could be possible if necessary.
According to report two years ago from Yahoo's Jeff Passan, Yoon's fastball sat at 93 miles per hour and one scout deemed his change-up above average.  Yoon has been represented for several years by Scott Boras, who told George A. King III of the New York Post"He’s a 91 to 92 [mph] guy. He’s a good pitcher … not an overpowering arm."  King says Boras sees Yoon as a Kyle Lohse type, though it's not clear if Boras or King drew the comparison.  One source I spoke to feels Yoon has the potential for three above average pitches.
 
 
 
 
Weaknesses/Cons
Yoon dealt with a shoulder injury in 2013, about which not much is known publicly.  Jee-ho Yoo of the Yonhap News Agency tells me the injury "seemed serious."  Yoon made 11 starts with a 4.16 ERA, as well as 19 relief appearances with a 3.60 mark.  Yoon's coaches asked him to close for the Kia Tigers in their time of need in August, prompting his move to the bullpen.  At any rate, Yoon's 172 1/3 innings in 2011 was a career-high, so 30 big league starts would be a new level for him.  The increased travel may have worn on Ryu this year and could affect Yoon as well.  After an off year, it may have made sense to rebuild value in Korea, but Yoon wants to come over now.
Yoon has certainly been accessible to scouts over the years in Korea, and he has pitched in the 2008 Summer Olympics and the 2009 and 2013 World Baseball Classics.  However, we haven't seen much in the way of scouting reports in the public arena yet, and it's unclear if he even rates as an MLB starter.  One MLB executive I spoke to sees Yoon as a relieve

Yoon was the winning pitcher in the 2009 WBC semifinal against Venezuela.  6.1 IP, 7H, 4K, 1BB, 2ER, 1HR, 0 doubles, 12 groundouts, 2 flyouts. That was a Venezuela lineup with Miguel Cabrera, Bobby Abreu, Magglio Ordonez, Carlos Guillen and Marco Scutaro.
 
Only made one appearance in the 2013 tournament and lost to the Oranje:  4.1 IP, 4H, 2K, 1BB (surprise, surprise, it was Xander), 2ER, 0HR, 1 double, 7 groundouts, 2 flyouts.  
 
Those were MLB umps behind the plate for both games, too.  Looks like a solid strike thrower who can keep the ball on the ground.  Could be a steal as long as he's healthy.

I wonder how signing this RHP trickles down with the rest of the bullpen. Sounds like if he's brought in, it would be a solid commitment.

Yoon is generally considered to have the best slider in KBL. Like a lot of Asian pitchers, he can throw a number of secondary pitches, including a circle change, knuckler, even a palm ball. 
 
His experience as a Korean national, where he threw 7.2 innings at the Beijing Olympics, and 10+ innings at the 2009 WBC should not be ignored. It's a pressure cooker just to get out of the prelims (vs. Japan & Taiwan, long-standing rivals). He should handle the pressures of a big market fairly well. 
 
However, it was his refusal to sit out the 2013 WBC even with a shoulder injury really derailed last year's campaign. He rehabbed until May, when he rejoined the "1st League" (aka majors), but finished with the worst year in his career.
 
If he is healthy (and Korean press has been cautiously optimistic), then he could provide some valuable innings out of the pen. As recently as 2012, he struck out 137 batters in 153 innings. He also led the league in K's during his outstanding 2011 season, with 178 whiffs in 172+ innings.

Here's a montage from a 2011 start that shows damn near every pitch he threw in five minutes.  I'm no scout, but he gets a lot of outs on a pitches with strong diving action--can't always tell if they're sinkers, sliders, forkballs, or change-ups (he throws them all). It also looks like he's leaving his curveball up in the zone a lot.

Here are his four strikeouts against Venezuela in 2009.  Looks to me that the first, third and fourth come on a change-up with some pretty nasty screwball-like movement and the second comes on a pretty sharp slider.

Maybe lock the thread, per Heyman, O's sign him to 3 year, $5.75M deal, pending a physical.  Naturally, that could throw a wrench into things.

That's the total value of the deal? All he has to end up being is a serviceable middle reliever for that to be a bargain. Nice signing for the O's.
