Lets get this shit going.
 
The google doc at this link should be publicly available.  The spreadsheet has three tabs: The first (with teams listed in the order of the draft) is where we'll keep track of the players drafted.  The second contains all the rosters (teams not listed in draft order btw) by position, with players who are protected in yellow highlights, the third contains a list of players.  Basically, use the second and third tabs to help figure out who is and is not available, then a few of us will use the first tab to keep track of the actual picks.
 
Big thanks to Dave (SuperNomario) for doing most of the work to put this spread sheet together.
 
Format:
 
Rather than mixing together stealing and drafting college players, we're going to simplify things and just make the first two rounds of the draft stealing rounds.  So SSF will kick us off and can draft any unprotected player on another team's roster.  Remember: Once a team has two players stolen, the rest of their roster is off limits.  We'll try to keep track of that and will highlight rosters on the second tab once teams meet the limit, but there may be lags/errors.  For that reason, it is up to the stealer to doublecheck that two players haven't already been stolen from the roster of any team you want to steal from.  If you claim a player from a team's roster and it turns out that player was off limits, you don't get the player and need to draft again, even if several other players have been taken in the meantime before the error is figured out.
 
One addition rule with the stealing rounds: To address concerns that teams at the end of the second round might have very limited choice, the last five teams to draft in the second round will have the option of either making a conventional steal or taking an 8th round draft pick in lieu of a stolen player.  For example, it gets to the end of the second round, I've only had one player stolen from me and Turrable decides that instead of picking whatever scraps he can from my roster, he'd rather have my 8th round pick.  I lose one less player and when we get to the 8th round in the normal draft, Turrable drafts in my slot.  I don't anticipate this being used a lot, if at all, but it gives teams options.
 
Once the stealing rounds are over, we'll start the normal draft.
 
All rounds are normal draft format, not snake format.
 
Time limits:
 
We're going to just use the same system as last year.  From Monday to Friday, each person will have a six hour window to make their pick (starting at the time of the pick before you).  On Saturday and Sunday, the window will be 12 hours.  Every night, the clock will stop from 12 to 8AM EST.  For example, if on Tuesday night the last pick is made at 9PM EST, then three hours of the window will elapse that night and the player will have until 11AM EST the next day to make a selection.  Every time you make a pick, you should PM the next person in the draft order to inform them that they are up.  If you have any doubt about your ability to make a pick within your window of time, it is recommended that you use a proxy by PMing your pick (or top couple choices) to somebody who can post in your place.
 
We won't start the clock on anybody until Monday morning but teams that would like to get started drafting are free to do so.  Seoul Sox Fan is on the clock!  Like last year, use proxies to make things easier.

I did a quick run-through of the Giants in case no one stepped up to claim them and came up with the following drops/keepers for them. I'm open to switching any of the keepers if you guys think I missed someone.

Life is not fair. It's not a bowl of cherries, it's not a box of chocolates. 
 
Consider how the Steelers -- who could beat half the so-called "playoff" teams in a neutral field -- can get the #1 overall pick? What made the Power Balls bounce our way -- was it the Steelers' Sorcery? Rooney's Ruse? Mara's Magic? Affirmative Action? 
 
No matter, the Steelers are ready to kick off the 2014 off-season officially underway with our first steal pick. Rather than taking the "best player" available, we looked at the DL, OL, and CB to bolster our roster. 
 
The biggest factor was our continued policy of not drafting anyone 27 and older. Steelers have one of the youngest roster in the league, and the FO would like to keep it that way. So that automatically eliminated some of the fancier names off our board.
 
Next factor: we know we can supplement the DL and OL spots through the rookie draft, so the main focus was on a CB who was left unprotected, young, yet has been a steady contributor and a starter.  (To note, Steelers CB situation got off to a terrible start with an early injury to Patrick Robinson. The typical rookie season by D.J. Hayden didn't help.)
 
With that, the choice was simple. With the #1 Steal Pick of the draft, Seoul Steelers steal from the Bears and select

Captain built on his "Secret Superstar" year (as labelled by PFF in 2012) with a terrific 2013. Out of all corner with at least 20% snaps played, Captain accumulated:
  • 10.1 overall PFF grade, 10th in the league (above protected players such as Verner, Boykin, and Peterson)
  • 4 QB sacks, 1st in the league
  • 74 tackles registered, 5th in the league among corners
  • 1,055 snaps played
  • Only 26 years old

In fact, he is a rare all-round corner, who can step up against the run (+3.8) as well as line up in the slot. In fact, he's the 8th best ranked tackling corner in the league and #3 in pass rushing with 10 total pressures, 
 
Now his peripherals aren't up there with the elite corners, namely (again, with 25% snaps played):
  • 84th in the league in Coverage Snaps per Reception signature PFF stat
  • 50th in NFL traditional rating
  • Small frame (5'9" / 195 lb)
However, he'll play quite a bit in the slot, which would bump his CS/R ranking to 20th in the league. Still not convinced? Captain can also return punts and kickoffs if needed.Combine all that with his youth, durability, extremely high motor, and Steelers are very happy to welcome him aboard.

I know I'm throwing in shit at the last minute, but if a team is ready to take the #1 rookie, would it be okay to do so w/o waiting for the steal rounds to be over?

My understanding was NO; as this part is supposed to stand in for free agency; while the rookies have to wait until the "actual" draft. But that's only my understanding.

Same here -- otherwise, I would have gone with another player (as much as I like our Captain).
 
The "steal" rounds are only for players currently on another team's roster & unprotected. Non-roster players & rookies for the actual "draft" rounds.

I guess instead, since I have to practically rebuild my WR corps from scratch, the Seattle Seahawks will steal a guy I'm surprised wasn't kept.  Yeah, he's a little old, but damn if he wasn't one of the top receivers over the past few years and despite his injury last season (and the fact there's very little young talent unprotected), I am going to steal Roddy White, WR.

Ok, the 'Necks were discussing three offensive players last night but didn't come to a final decision. If who ever is next wants to pick a defensive player, by all means go ahead.

WR-Kenny Stills

 
As a rookie, Stills put up the highest yards per target in the NFL, while catching deep balls at a comparable rate to DeSean Jackson...who was posting a career high in that category. Stills adds the stretch element to our team's offense that we really needed, an outside presence who can open up the rest of the field for our more versatile weapons like Harvin and Vereen. The offense was the biggest problem for our team last year...Stills gives us a dynamic talent we couldn't have gotten anywhere else.

He's also young and put up a ridiculous WR rating. 139.4. That's only the best WR rating since Jordy Nelson in 2011. No big deal.

Draft chart is updated with the first three picks.  A couple additional things:
 
On the "Teams" tab, if the team name is highlighted in red, it means that team has lost 1 player in the stealing rounds.  Once a team loses two players, we'll just put all the rest of their squad in yellow, like the keepers.
 
Lets not update the "Teams" tab in terms of shifting actual players from roster to roster until the end of the stealing rounds, otherwise it is too difficult to keep track.
 
Right now, Super Nomario, DoDM, and I can all edit the spread sheet.  If a couple more of you guys could volunteer to be occasionally editors/updaters, that would help a lot.  Just PM me with your emails and I can add you to the "can edit" list.

The Giants need a ton of help across multiple positions and this years draft isnt going to fill all their needs.  Strief helps ensure that the RT position will not be one of those holes for years to come.  Strief had a 21.7 pass blocking grade in 2013 and had a Pass Blocking Efficiency in the top 10 of OTs.  Strief will help ensure that the Giants QB will have at least a little chance to throw the ball this year

Nice pick. Bleacher report named him their #1 RT for the 2013 season. I don't know if he's that good, but he should be a nice contributor for your OL.

Damn you! Strief was a supplemental round pick for the Dolphins last year and put together one hell of a season. He was hurt the year before, so his stock dropped like a rock, but he came back healthy and provided great protection all year.  I was hoping he would sneak through the cracks, good pick.

Quick point.  You dont have KEEP tags on the Broncos or the Giants players who they kept.   I kept looking at Jurrell Casey on the Broncos until I realized he was a keeper and couldnt be picked

RULE QUESTION: Can we keep one of our own players, rather than stealing from someone else? If I wanted to secure the rights to the one and only Christian Ponder, is there any reason why I shouldn't be allowed to take him when I'm up? Obviously, if 2 of my players are taken before I pick, the rest of my roster is safe, but if a team has 0 or 1 players stolen so far, shouldn't we be able to keep another one of our own guys if we feel he's the best on the board rather than having to steal from someone else?  

If we allow this, we could exclude that player from being counted towards the 2 players lost, so take my team for example: I've already lost Zach Strief, so if no one else is taken by the time I pick at 20, I could take Ponder but my roster would still have 1 player left that could be stolen by another team. 
 
Thoughts?

I like this idea and wished we had included it from the beginning but I don't think its fair to change the rules in midstream when some people have already picked.

Yeah I agree. Really good idea, but a little too late to implement.

In an effort to try to acquire some guys who are going to at least play, the Sex Panthers will steal LT Terron Armstead from the Patriots (Eck's Sneaky Cheese). 
 

 
 
 
We are not giving up our goal of building out our lines with young players, and Armstead is a guy who hopefully will improve and be around for a while.  We liked him a lot in the original draft, but didnt get a crack at him.

Yeah, I like Armstead a lot too. I was looking at him as a guy to finish off the Dolphins OL at RT, esp after losing Strief. Nice pick.

My o-line sucked last year and I need to better protect Brees to make the offense work, at all.  So, I'm happy to steal a guy who has tremendous potential but a glass body:
