Publisher doc saved as PDF - font changes

Hi there,
My wife edits a Publisher doc, and recently the org that it's for has done re-branding... changing to new fonts, etc.
She downloaded the fonts and installed them on her laptop.
Publisher preview looks great.
Save it as a PDF, and the newly-downloaded fonts get replaced.
She tried embedding the fonts in Publisher, which led to a popup every time she went to save as PDF, asking if she wanted to include EVERY font used. Sometimes she'd try yes for the new font, sometimes she'd try no. It made no difference. All kinds of combinations made no difference.
If she forwards the Publisher doc to the (small p) publisher, they open it in Publisher and save it to a PDF (they get the popup, too) and the fonts come out fine. She and the publisher have been trying to figure out what's going on for weeks now (it's a weekly publication), with no luck.

Any Publisher gurus here that might be able to clue us in?

Not sure what exactly is causing the issue, but Publisher has a number of PDF conversion issues. Is she "saving as" PDF or using a printer driver and printing to PDF? You can try printing to PDF (preferably using Adobe's printer driver) and seeing if that gives you the right answer

Have her look in C:\Windows\Fonts and check to see if she has duplicates in there. They would end in _0 or _1, etc. Uninstall duplicates.

Also have her check C:\Users\USER_NAME\AppData\Local\Microsoft\Windows\Fonts and take out any fonts in there. Reinstall the font and try again.

OK, tried all those, but it still won't work. Some new info, though: I thought she meant that it was replacing the font with a built-in, but she says it's replacing the regular version of the font with the thin version. When we open the Fonts in Settings, it shows all versions, but when opening each of them individually the label at the top always says "thin" even if I'm looking at regular or bold.

I'm beginning to think there's something wrong with the font package itself. The font family is Josefin Sans, which Lord Google seems to indicate has had some history of rendering problems in browsers, but I don't know if that would carry over to print. And it does work fine when the publisher does the print-to/save-as from the same Publisher doc.

Wife says she encounters the same problem even using her desktop at work, not just the laptop at home, too.
