That is at least six shortstops so far.

 
Good 16 YO ballplayers are either pitchers or SS with a occasional CF thrown in, who knows what these guys will end up as(I know you know this.)
As others have stated this is a smart move by the Yankee's. I wonder if this plus to a lesser extent what the Sox did will cause teams to delay the Int. draft a year so that the penalties can have some effect on them.

My understanding is if they put a draft in place these teams will be forfeiting picks

With the huge number of signings, I wonder how that would work out.  All the picks from one draft?  Number of picks over several drafts equal to total number of signings this year?

I'm guessing they will use the total amount the teams have exceeded their pool by and break it down by slots or something.

I doubt they could punish them for more than two years as those are the rules currently in place. I would actually be surprised if they took away draft picks at all, but it's not an issue until they actually put in an international draft.

This one is a bit dated,  but apparently there were at least rules in place, had the draft come to fruition in 2014

That makes sense, thankfully those penalties don't keep increasing up to 400 percent over pool. :)

It's still around $28-$30M including the penalty, but we are still waiting for news on Bryan Emery who would add maybe another $4M ($2M signing/$2M tax).

I must admit I'm a little confused if this was a class for the ages or everyone went nuts due to imminent rule changes etc.
I mean at this rate surely there was a case to stay under this year and sign everyone in the world for 325k next year.

Heh. I think it was almost definitely the latter, I've heard it said that some people think this is a below average year for int'l talent overall (although keep in mind that since we're talking about kids so young, no one really knows too much).

Edit: Looks like it is around 23-25 players at a cost of around $30M including penalties, they may still add Moncada to that before their two year ban on big bonuses starts in June.

I'm curious when Moncada could be approved by OFAC. He could be HUGE for the Yankees. If you are the, Yankees you need to spend big on young middle infield talent. He is probably only a year or two away and could be ready to be a star once the Yankees start shedding contract.

Yeah, it's really just the beginning, we should have a better sense of most of these guys in a couple of years.

I had forgotten the quantity though, something like 40 guys in total? Crazy.

Absolutely, now will the Yankees be able to dip in to the ITL talent pool like that again this year. I know they weren't able to last year. Or is it no longer allowed at all?

Yes, the penalty is sitting out one year. Then you go back to normal. You could conceivably just rinse and repeat every other year unless it gets changed with the next cba.

Pretty sure you actually have to sit out two years, so last summer and this summer, although you're still allowed to sign guys under a certain amount.

I believe that blog is incorrect.

The rules for the spending pools are somewhat similar to the Draft spending pools in terms of the penalties that come with going over the limit. Going over by up to five percent will result in a 75-percent tax on the overage. Landing in the 5-to-10-percent range will bring a 100-percent tax and the loss of the right to give more than one player in the next signing period a bonus of more than $500,000. Going over by 10-to-15 percent will lead to a 100-percent tax and the inability to sign any player for more than $500,000 in the next signing period. Any team going over a 15-percent threshold will get hit with a 100-percent tax on the overage and won't be able to exceed $250,000 for any one player in the next signing period.

That article is from 2011 and includes this sentence:

"The penalties will increase beginning with the 2014-15 signing period if there is not an agreement on an international draft, or drafts, by July 2014."

Here's a much more recent piece by Ben Badler that confirms the info from the original link:

"Last year, the Yankees made the most aggressive push yet, dropping around $17 million in signing bonuses, almost all of which went to 16-year-old kids in Latin America. The Red Sox and Rays also went over their pools for July 2 signings, while the Angels and Diamondbacks followed suit later on with an expensive Cuban signing. Those teams can’t sign anyone for more than $300,000 for the next two signing periods, starting July 2."

So this is pretty fascinating and something I have not read anything about before today...

We all know that NY and BOS and TB went over the international spending limits in the summer of 2014, giving them restrictions for the following two seasons. What I didn't know until Ben Badler wrote about it today is that all three of those teams spent a lot of money anyway, they just spread it out much more. NY signed 57 guys in the 2015 calendar year, a time when they were supposedly under restriction, and BOS and TB were not far behind with 45 and 43 respectively.

Well, the restriction is you can't spend more than $300,000 on any individual player, so the top end talent is out of range at that point. But you can sign as many as you like for that amount or less.

Ben Badler is high on Estevan Florial, who was part of this massive group of signings but not a big money one:

Bumping this thread because Florial is the first member of this group of NY signings to really start to blossom, he is starting to crush in low A and he doesn't turn 20 until November. His OPS splits by month for April/May/June are .817/.817/1.259, 4 doubles and 5 HRs in 58 ABs this month with a .431/.500/.759 slash line.

Florial is a five tool threat, a very good defensive CF with a strong arm who steals bases and has power (13 SBs/10 HRs in 64 games). He has been seriously overshadowing his much more highly touted OF teammate Blake Rutherford (who is six months older, just turned 20 in May), it'll be interesting to see where those two are on mid-year and year-end lists.

Bumping this again to point out that basically this seemed to end up as a total waste of money for NY, 4 1/2 years later and looking like not one solid prospect out of all the big money signings. Someone could still blossom, but not looking good right now.

Look at the bright side: out of the top 30, only a couple seem to have done anything (Anderson Espinoza, Franklin Perez). And Perez seems to be going backward and Espinoza still has to show he's back from surgery.

Bumping this again two years later:

Dermis Garcia was one of the top guys NY signed here, and he has been slow to develop, to be generous. He was a high A All-Star in 2019 but only had a .787 OPS in high A (a pitcher's league) and since he projects as a DH or maybe a 1B, people kind of forgot about him.

But he is still just 23 and NY jumped him to AA this year, which didn't look great when he started off 1-24 with 16 Ks (yikes!). But then something clicked and he has 6 HRs in his last 11 games, a 1.006 OPS, so back to worth keeping an eye on as a trade chip at least.
