I think you're misunderstanding the targeting rule; it's primarily about intent.  It is true that a player dropping his head is relevant, but not determinative.  Having watched the replay closely, I stand by targeting (were the college rule in place) would have been a pretty reasonable call there given the angle Heath took.

So happy to see Lockette regain conciousness. Special teams NEVER get the respect they deserve. Many at league minimum $ and go full kamikaze 20x / game. These guys are, to a degree, just holding on to their career. Most fungible of the roster, at least.

It meets just one of the criteria. Yes, he launched up but it wasn't a blind side hit, he didn't lead with his head and he didn't hit him above the neck. The only reason he made contact with his head - with his shoulder, mind you - was because Lockett ducked his head. It may have been called targeting on the field but a replay would have reversed it.

They blew the play dead. There was nothing they could do at that point. That's why it was such a massive fuck up. They essentially granted Seattle a second straight time out - for which they never charged them.

yes they do, I have been happy with NBC live extra for both soccer and Sunday night football this year. It seem much faster than last year, especially through the ap.

Those are not the criteria, though...that is why I linked what I did.   I thought it seemed clear on replay that Heath launched himself high.  One can debate whether he led with crown of helmet, I'll give you that---but the other criteria for the rule either were obviously met or were very close ( crouching and hitting with an upward thrust; launching into a player to hit them in the head; contact above the shoulders on a defenseless player; leading with the crown of the helmet)
 
You seem to be applying the pro rule, which I agree doesn't make it a violation.

I thought so too but I thought subsequent analysis showed the refs mostly got those pro steelers calls right. Am I misremembering?

You are misremembering.  The referee even apologized for those calls years later.

They never snapped the ball.

Players were running around on the Seattle side and whistles were blowing but the ball never moved.

You might be right but it didn't matter anyway. They whistled the play dead. The flag flew. Chaos ensued.
