Yes. This. It drives me crazy. A player reaches the ball forward to cross the goal line, and as soon as he does that, the play is over and it's a touchdown. But a player reaching forward in the field of play and pulls it back doesn't (or SHOULDN'T) get credit for the for forward reach if he pulls it back on his own. It's like a runner crossing the line to gain, then cutting backward to avoid a tackle. He doesn't get "forward progress" in that case. But they give these guys this version of "forward progress" all the time and it makes no sense.
The challenge is if he got a first down or not. Moving inches forward without a first down is a lost challenge.
It's not a goal line play. If the ball is not past the FD marker when his knee hits the ground because he pulled the ball back, that's where the ball is.

I remember a sneak play by Brees in the NO Super Bowl win that was similarly badly called. He voluntarily pulled the ball back.
He was down by a mile, like what the fuck refs. Have to waste a challenge on that shit!
