If you're running Win 7, or 8 or 8.1 odds are you have already been offered KB3035583 as an 'Optional' update, as of this month it becomes an 'Important' update.
The description is nebulous...it adds functionality for further updates to 7 or 8 or 8.1. In fact what it adds is embedded nagware which will be used to endlessly remind you to upgrade to Win 10, as soon as that half-baked product is pushed out sometime in late Summer. Now, understand, this is no longer speculation, leaks and outright admissions from MS have told us that Win 10 WILL be released before the Fall, and under their new policies, it's going to arrive with tons of features missing or incomplete,including much of the functionality of the new Edge browser, which will be released later on an ongoing basis. Monthly patches and SP updates are to be a thing of the past, the changes and evolution will be continuous, largely uncontrollable by you and this is NOT a bug, it's a great new feature.
If you desire to wait on the sidelines to see how this all plays out...you should check to see if you have KB3035583 already installed and uninstall and if you haven't already installed it, you might want to skip it atm.
Hint: If not yet installed, hide it or you will have to unselect it every time you are reminded of updates.
