Is this a new thread? I already responded once before but it's vanished. the iPod touch has been great. Interaction with our iPhones makes things really easy and my kiddo prefers the form factor over the tablet.

I've hated the Kindle Fires (Gen 7) I bought our kids. They are a few years old now but they have been just a horrible experience for me. They have this Freetime app to limit what kids can do and I've had a lot of trouble getting apps to run on there if I don't kick them off at least one time on the main profile first. Seems to be okay for video content I loaded on. While connected to wireless it seemed to be a bit better, but the main goal was to keep the kids busy with games and local video on plane and long car rides and it hasn't gone so well.

our daughter uses an iPad Mini 2 which is perfect. It’s a shame the cheapest iPad Mini is now more than a normal iPad which was too large.

I would recommend the iPod Touch as well, with the caveat that you can still use it for messaging and FaceTime over wifi with other Apple products--you might need to use the parental controls to limit that activity.

As an alternative to iPod touch, you can also just buy a prepaid iPhone and not activate it for service. It's effectively the same thing.

Total Wireless has an iPhone 6s for $99. Still gets updates but I believe its next on the list to get dropped.

Best Buy has this iPhone SE, which I believe is newer than the 6s so should continue to get updates. Screen is pretty small though (edit: actually same size as Touch).

They should come new and covered under Apple warranty.

So Santa brought iPod Touches for both kids.

what is the best way to set them up vis a vis iCloud and AppStore? Should I give them their own accounts or use my account? If I do the former, can I monitor their activity from my account, by linking them in some way?

Yes you set up family sharing. If they are under 13 it will prompt you for permission any time they want to download a new app. You can set screen time on a per app basis etc. I'm still learning it myself as we just got ipad mini 4's for the kids.
