Which,.. makes no sense (the rule, not what was said).The penalty on Clifton was a patently obvious game management call. The called a major because the guy was bleeding profusely, and so they could watch the replay. Everyone was heated and even though the replay showed that hit was clean and the guy was bleeding because of his mask and/or the glass, they call a roughing to try to calm down the Canes.
