For the love of god, someone fix my Bluetooth problem

Situation:
I have a Samsung Galaxy S3 and a Hyundai 2013 Elantra Limited.  My old phone, same model/year/exact one sync'd up with my car no problem, address book, perfect call quality, paired perfectly.  Cracked my screen, got a replacement phone, same model/make/year, and now my BT is a nightmare.  I have scoured the internet, I've set and re-set the phone and car nav/BT settings a few times, and its a mess.  I can stream the music audio, but the phone call audio works about 1 in 10 tries.  
 
The phone keeps asking me if I want to allow the car access to my contacts, which I say yes to, then it keeps asking me.  Twice after everytime I pair the device and twice after every phone call.  The contacts never sync. I've exported them from the sim card to the phone, tried to share over bluetooth to the car, and deleted and factory reset all the contacts multiple times now.
 
Hyundai says its the phone, sprint says its Hyundai.
 
Feels like the phone and car are struggling to communicate, as it won't load any contacts and only very occasionally gives me call audio.  For what its worth people can hear me, and it always instantly pairs with the device.
 
Help me because I cannot google search this topic one more time without losing my mind.
