It was clearly a dive, but I’m wondering if the official called the penalty on the contact a moment earlier, then waved off the continuation when Sterling fell. It’s the only explanation for the cursory VAR review.

On the other hand, if Denmark didn’t want to get done dirty this way they shouldn’t have completely stopped attacking.

This. If you park the bus in your own area for that long you risk dodgy penalties, deflections, etc. They had given up trying to do anything proactive and got burned.

IDK, it was a soft penalty, it's a big moment, Sterling goes down easy but I think there is contact there and Denmark have been super-cynical all game and been holding on for dear life, I don't feel too bad for them.

Because it should be like FT and extra time penalty kicks. You make the save...it ends there.
But the situations are not the same. The penalty in regular play is to punish (hence the name) an infraction near the goal. Denmark was punished for their foul.* PKs after 120 are a tie breaker. It would be like playing home run derby after 12 innings of baseball.

* you can certainly question whether it should have been a foul though
 
Yes. But it is a stupid rule. In hockey when a breakaway penalty shot is awarded can you score on the rebound?
In hockey, do you have players running into the attacking zone as the shot is being taken, like basketball players crashing the lane as a free throw is in the air? A soccer penalty is much more like a free throw than a penalty shot in hockey (in how it relates to the flow of the game).

All your points are well taken but at the very least the person that was fouled should be taking the penalty shot.

Denmark has little to offer now, unfortunately. Their pressure is very benign. Gonna need an England mistake.
